Below is a link to the results of the City’s Downtown East Surface Parking Lot Study as prepared by HR&A. The study identifies barriers to redevelopment of surface parking lots in East Downtown, and provides a toolkit to enable conversations among the public sector, developers and parking lot owners that may yield market-based solutions.
